Why would someone produce an animated movie or TV show?

Sometimes traditional animation is the best media suited for the project. Try to imagine The Simpsons as a live-action, for example.

Sometimes other factors might be the main consideration. It's easier to hire a handful of voice actors for a cartoon epic, compared to a live action epic. CG scenes in live-action movies help reduce this concern.

CG vs. traditional animation is probably mostly aesthetic.

Regardless of length, I'd say all the same factors are in play.
