Women can (and do) commit non-statutory rape too. If a person says “no” or is unable to consent for some reason, it’s rape or sexual assault. The legal definition depends on the laws in one’s specific country or state.
- Attempted rape
- Fondling or unwanted sexual touching
- Forcing a victim to perform sexual acts, such as oral sex or penetrating the perpetrator’s body
- Penetration of the victim’s body, also known as rape
The term rape is often used as a legal definition to specifically include sexual penetration without consent. For its Uniform Crime Reports, the FBI defines rape as “penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.”

I’m not going to outline ways in which it can and does happen. They certainly exist though.
IMO, if a person says “no” or is incapable of giving consent for whatever reason and the other person continues, it’s rape no matter their gender and no matter if they are being penetrated or if they are made to penetrate someone else.

I feel like some of the distinctions between rape and sexual assault need to change in the definitions I cited above. I know from experience that being fondled against one’s will sucks and deserves a harsh punishment under the sexual assault label, but it shouldn’t be lumped together with forcing someone to engage in intercourse which is much more extreme IMO. Forced intercourse should be considered rape. Period.

In some countries, females are more often charged with sexual assault rather than rape, even for rape incidents. It's a strange legal definition that basically posits that women cannot be rapists.
But in reality they certainly can be, although they are less likely to rape than men, statistically.
I was thinking that in the situation in the OP some might be struggling with the fact that the victim must've been aroused. I imagine that female rape victims are often aroused, especially if they were making out with their date in a date rape scenario before the rape occurred (or if they consented to one sexual activity but not another). Just because a person is aroused doesn't mean that they want to have sex. There are lots of possibilities.

People’s experiences when it comes to rape and sexual assault matter. Naming can be important to survivors. Sometimes there are problems with laws which is why they need to be updated and changed on occasion.

So, objectively speaking, a woman can't be held legally liable for the specific charge of rape in the UK; this is not the same as a woman can't commit rape, only that the British legal system will refuse to recognize it as such.
