Haiti was set on the road to failure after it forced its independence from the French, It was economically embargoed by the newly formed American colonies (as punishment for overthrowing slavery) and effectively left in a state of servitude ever since.

The list is really not surprising given all of the above have been through non-stop civil conflict. Missing is Eritrea who lost a significant portion of their population due to war with Ethiopia and refugees. The hand of post-colonialism stains the legacy of all of those on this list.
