Feel like I'm doing something wrong

I work for my state gov and have been trying to promote. I put in for a position and didnt get selecred but two others did. I find it confusing because
1) theyre analyst positions. I have 2 degrees (one 4 yr) that focused on research and analysis, a cert from MIT for data and analysis, and am working on their state specific analyst training. Only one person selected has a degree (2 yr) and neither have done any other analyst training.

2) I have worked for the state longer than the other two (although it was a different dept.)

It has to be my resume, statement of qualifications, or something. There is just no way I'm not qualified, right?
