I can't see what this has to do with iOS.

It's just another indication that the era of being able to do anything anonymously in the internet is quickly coming to an end.

Closing some of the gates for non-GPlay software. It's not as bad as complete lockdown on iOS (where nothing that's not in App Store can be installed without "jailbreaking"), nevertheless still alarming.

In other way, closing Android ecosystem in similar fashion to iOS

Even tho it'd be a "feature" of Google-certified (that means, it got GPlay et al) Android and won't affect non-Google AOSP ("clean", reference Android) spin-offs directly, they may be nonetheless in danger because vast majority of libre software users run stock Google-certified OEM Android.
So for software devs that aren't going to give their personal data to Google that basically means losing nearly all of their users and possibly abandoning their software because of that.
Ultimately that can result in mass reduction of software for de-Googled Android users.

Note it's just my speculation, take it with grain of salt.

Yeah so for now it's official.
Not only Google wants to require developers to give up their personal data, but also report to them every single application they do and provide used private signing keys, which is inherently insecure practice.
Like dealing with all of this constant-changing Android SDK mess wasn't enough...
