Not just him, the idea that poor people should be good little worker drones and if they're not it's a personal failure seems to be the norm among a certain ideological bloc. It's at the core of why that bloc hates the idea of a social safety net and typically looks into cutting away at that safety net as often and brutally as they possibly can.
