Im talking an instant msg/chat program.

I use MSN, but its only good for people i know already and I don't like giving my email address. I wish it had a number instead.

I used to use ICQ and it was good for this kinda thing but is it still popular nowadays?

Try going on AIM and looking for random screenname and just start talking to them. It doesn't matter if they don't like you since you'll learn how to approach people online through the experience.

...if they don't wish to continue speaking with you, then it isn't a successful way to approach people. Unless you're suggesting learning from trial and error.
