Teenage boys can develop breasts by the way. They should vanish again usually, but in some few cases they don't. Nothing so odd.

It looks like well-develpoed muscles combined with an illusion of a fish and your perceptions (I wouldn't have seen it that way).

Men can have gynecomastia as well as boys though.

I agree with Greyhound's answer---muscles and illusion with fish. Wow! What a fish. I would have to have used my Penn Senator 16/0 trolling reel on that one. But, I don't fish---I just collected fishing reels for the fun of it when I was younger.
