Any Joker is a good Joker. The real question is, why don't more people like Two-Face?

Actually, you make an excellent point. Two-Face is also a very interesting character. Excluding Tommy Lee Jones, every version of him is among the best Batman characters.

Also, the Ventriloquist needs more love. Even if it is only because of this (skip to 0:26):
