They just have to .5-3 split is not enough votes to mean anything statisics wise.

If you are talking about Sith Lightning, that actually would not work. Remember, a dalek fell through the time vortex, collided into the surface of the earth, went through torture by human technology as well as the Doctor using the electric thing (which is pretty much equal to that ability), and still was able to kill an ungodly amount of human soldiers armed with pistols and assault rifles, as well as show Rose and that other fool that they can go up stairs. This is what everyone who was there besides the Doctor, Rose, and that other guy I mentioned that didn't die:

Yes, but we are talking about daleks, which posed a threat to the multiverse and destroyed aw race who could control time, which I doubt even the best Sith in Star-wars could come even close to.
