You are deluded. The police in Russia are thugs as they have been since the days of the Tsars and the Boyars. Russia is a very thuggish place. The Russian gangsters are among the most vicious in the world.

With the current kulakracy in charge of Russia, it's no wonder Russian gangsters continue to be a menace and operate as a shadow government. The only leader in Russian history who was successful at putting an end to the criminal class was Uncle Joe. Time to round them up and slaughter them like sheep. Mussolini used a very similar tactic with the mafia and it WORKED.

Zhirinovsky is a grade A cuckoo bird. He does all sorts of crazy s**t, and nobody calls him on it because his few followers are equally cuckoo. This is the guy who, when he was interviewed by Playboy ages ago, demanded that the female interviewer have sex with him. (She declined.) You might want to post video of average citizens in Russia interacting with their cops, you will get a very different picture. But Russians don't carry around smartphones, so it's unlikely such video exists. (Simply put, the average Russian can't afford an iPhone.) Russia is a nation full of psychos, where might makes right.

There's a big trend of car cameras in Russia though, isn't there?

Because of course quality of life is determined by iPhones and we've not had thousands of years of civilization without iPhones.

Not really, I think it's more that we're totally unforgiving. Every other country in the world except for a few that you can basically count on one hand has the same drug laws (not that I agree with drug laws.) But they do not have the same incarceration rate. Lots of European countries have higher intakes into jails than we do, but lower incarceration rates, because they don't sentence everyone to many years like we do here.
