Can I recover my life at this point?
I had troubled years when i was younger. I had very few friends and did not have normal relationships with other people. So I could not build social skills then. I was very smart but not good with people. I was also diagnosed with mental problems like adhd and anxiety. So i got into depression and did not really develop in many aspects (social, financial, education wise).
I'm 27 years old now and I don't really feel like that, while others my age look like capable adults. Every day I think about this. So what am I going to do? I feel derailed and lost

These are all sentiments I have had and still occasionally have myself and I have been lucky in that after my 34birthday I was able to land a job where I could fully deploy my skills and build-up an impressive working-environment for our countries healthcare. looking back on this now, it has become my minds go to anchor point when I'm facing these types of thought.
But you know what, the best/most useful realization when thinking back on it still is: I couldn't have done any of these things if I had not faced the difficulties you describe, as I would have not been as open or as humble or as willing to learn, ...

ADHD and anxiety are probably always going to be things that are 'extra' that you will have to deal with, which NTs without any of these issues, won't.
It is possible to succeed however, despite these issues, even though in many cases, functionality for people with ADHD is often impaired on a long term basis, even during adulthood versus people without ADHD. https://mentalhealth.bmj.com/content/16/3/66
27 years old is still young, however. It is certainly not too late to turn things around at your age.
Carly Rae Jepsen got her big hit when she was 26.
She made the most of her opportunities and now has a loyal fan base that doesn't care that she has gotten older.
Her singing has gotten better though she has always had a very good stage presence. All her stuff is online so one can see how she has matured over the years.
If you have special interests that may be a good way to socialize.
It may help to learn how to dress better. People are shallow and looking good will make it easier to socialize.
Don't worry too much about what you don't have. A lot of young people are struggling right now.
Though, if you have the energy, it is not too late to learn online.
Harvard has some online classes on civics, for example.
