I always found the song funny, and now it is even funnier as i am living on a farm with sheep and goats, and the goats are indeed naughtier than the sheep.
It could have been the breeding processes though. I have been told that sheep used to be smarter but were bred for easy-goingness and easy handling, I think the smarter sheep would have been less desirable to sheep breeders for these reasons.
