Actually, people CAN help talking loud or breathing heavy (unless they have a lung or some other disease, which often, they do NOT).
People who claim they "can't help" their loud talking are full of BS. They'll somehow, someway manage to talk quietly when in church, at a funeral, in court or at the opera. We have 100% control over the volume of our voices. I'm sure these same people would somehow, someway, manage to talk in a whisper if they were by a sleeping baby.
One time an employee at Whole Foods was speaking in a loud booming voice to me regarding my complaint. I told him outright not to talk so loud, that his voice was "booming." He apologized and immediately lowered the volume.
As for heavy breathing, this can be a habit without any cause by an illness. A habit can be broken.
As for snoring, this can be remedied with a number of tactics including change of body position, those "Breathe Right" strips, surgery to remove excess pharyngeal tissue, or, if sleep apnea is diagnosed, a CPAP machine (though I understand why someone wouldn't want to use this machine).
