No, they were sent there from inland Australia.
So if they are not returned travellers why are they in the facility?

No. They are there because armed people forced them, armed people keep them there, and hunt them down when they escape!
It's a camp that originally housed incoming travellers, but is now being used more and more to concentrate extremely remote Aboriginal peoples, and these Aboriginals are being removed from their communities by the army and the police wether they test positive or negative for covid. These particular three, for example, had tested negative.
