its safe, and you need a better processor. Probally a better Mobo also! Its probally a Socket 478, and you want Socket LGA 775. here is a guide that i made up for your next PC!
CPU: Pentium D 820 or AMD Athlon X2 3800+ or any Core 2
(STAY AWAY FROM Celeron D, Sempron, and regular Pentiums (Turion is laptop only)
CHIPSET: Get at least 1 PCI-e 16x, preferbly 2, more PCI the better and make sure that you have plenty of room for upgrades in RAM (minium of a 4Gb max)
RAM: 1 Gb is ok, but 2 is better and more is complete over kill (unless you are a gamer)
Optical Drive: Dual Layer DVD Burner, (cheap enough and good for backing stuff up)
Media Manager: Optional, but nice
Video: go with intergrated for little or no gaming, if big gamer go with a nice card. (Stay away from buying Direct X 10 right now, the price will go down)
Sound: doesn't matter to me unless you have really nice speakers!
Monitor: Go with a LCD, they are cheap and worth it. Check these out:

Brands:
Gateway/eMachines: great value, and great tech support
Dell: Horrible Tech support and high prices
HP/Compaq: decent tech support, but pricey
Sony: better than decent tech support but not quite Gateway/eMachines level, and very pricey
Acer: HORRIBLE TECH SUPPORT, lowest end parts, and high prices

I'm not gonna bother upgrading this neolithic pisacrap.

I'm just gonna build a whole new one,but i already have the OS and monitor,everything else is new:

Athlon X2 3800.
2GB OCZ DDR2 800 RAM.
eVGA 8800GTS 320MB or a ASUS X1950Pro (By the time i build this,the 8800's will probably be cheaper)
ASUS M2N SLI Deluxe (Decent OCer i heard)
250GB HD.
Thermaltake Soprano case.
Lite-On DVD Drive.

And with the X1950Pro,its about $1150,i can't buy online so i know its overpriced.
